To listen to LIVE CALLS you need to use either Flexispy Pro-X or Spyera SPYPhone GOLD edition. It is a feature only available on the top-of-the-range applications. Also Spyera SPYRecord can allow you to record calls, but not listen live.
I do not know whether there is anything to stop the software working in the UAE, but perhaps you could ask the Flexispy and Spyera support people?
